The European Chemical Agency (ECHA) has announced a new public consultation regarding five substances proposed to be added to the Candidate List of Substances of Very High Concern (SVHC). Companies in scope of the European Union (EU) Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation will have to reevaluate their supply chains and raise concerns before the consultation period closes on April 17, 2020.

Five substances are being proposed for the SVHC Candidate List:

1-vinylimidazole

  • CAS number 1072-63-5.
  • Proposed due to toxicity for reproduction.
  • Uses include as an additive for UV lacquers, inks and adhesives for coatings and lacquers. This substance does not remain after curing.

2-methylimidazole

  • CAS number 693-98-1.
  • Proposed due to toxicity for reproduction.
  • Uses include as a dye additive, a curing agent, an accelerator and in foams.

Butyl 4-hydroxybenzoate

  • CAS number 94-26-8.
  • Proposed due to endocrine-disrupting properties.
  • Uses include as a preservative and antibacterial in cosmetics and pharmaceuticals.

Dibutylbis(pentane-2,4-dionato-O,O’)tin

  • CAS number 22673-19-4.
  • Proposed due to toxicity for reproduction.
  • Uses include as catalyst in adhesives, paints, lacquers and sealants. This substance remains in products.

Resorcinol

  • CAS number 108-46-3.
  • Proposed due to endocrine-disrupting properties.
  • Uses include in rubber compounds (e.g. tires, reinforced rubber, neoprene, and conveyor and drive belts), resin adhesives and dyes. Residue of this substance may remain in products.

Following the public consultation, the ECHA will review the data. Any resulting updates to the SVHC Candidate List will occur in June or July.
